James Enos Richard, Jr., passed away peacefully on May 20, 2014, after a long, hard fought battle with cancer. Judge Richard was born on February 23, 1961 in Houston, Texas. He graduated from Strake Jesuit High School where he proudly completed his Scouting career by reaching the level of Eagle Scout. James did his undergraduate work at the University of Texas and earned his Juris Doctor at the University of Houston. Judge Richard served as a JAG Prosecutor in the U.S. Army attaining the rank of Major. He served in the Army Reserve and the Texas State Guard for a total of 20 years Judge Richard continued his successful career in the legal profession stateside as an Assistant District Attorney in the Fort Bend County DA's office. Elected to the position of Fort Bend County Justice of the Peace, Precinct 4 in 1998, Judge Jim Richard believed that all of his decisions needed to be made according to the law. In this position, with his no-nonsense approach, Jim influenced the lives of innumerable young people in a positive way. Judge Jim Richard brings a no-nonsense approach to the courtroom. He held this position until his death The well respected Judge presided over a court that receives between 7,000 - 12,000 cases per year and was never reversed on appeal. In 1998, he wrote a law that allows state funded women's shelters to collect from batterers in domestic violence cases. Among his numerous awards, Jim received "The Bell Ringer Award" and later the Gay Williams Beacon of Hope Service Award from Mental Health America for his work with emergency mental health commitments. Additionally, Judge Richard was extremely proud of his recognition as a Paul Harris Fellow bestowed by the Rotary Foundation. He attained a second degree Tae Kwon Do Black Belt. In 2010, Judge Richard graduated top of his class at the Texas Auction Academy in 2010 and regularly donated his auctioneering talent for numerous charities in Fort Bend County. Judge Richard has been married to Laura Jenne Richard for 17 years and was the father of Mary Catherine (Katie), Margaret Frances (Maggie) and James Enos, III (Trey). He is survived by his brother Mark Richard and family, of Missouri City. Jim was pre for 10 years and having 20 years in the Army (6 years active duty,) Judge Jim Richard brings a no-nonsense approach to the courtroom. In 2006, Jim received the"Bell Ringer Award" from the Fort Bend Mental Health Association for his work with mental commitments. In 2010, Jim went to Auction School to become a charity auctioneer. He graduated #1 in his class. He lives in Fort Bend with his wife and 3 children.ceded in death by his parents, James Enos Richard, Sr.,and Jane Catherine Dowling Richard. James Enos Richard, Jr. will be missed greatly by his family and a multitude of friends.
